Mr. Ramirez is the President of Ocala and has been General Manager and Partner of several companies related to Design and Construction for Civil, Industrial, and Oil Projects in Venezuela, Colombia, Middle East, El Salvador and several islands in the Caribbean. Mr. Ramirez has long expertise in design and construction of pipelines. Mr. Ramirez was the CEO and co-founder of Oficina Técnica Caura, company dedicated at Feasibility Studies, Planning, Design and Construction of Hydraulic Works, Water Supply Systems, Drainage and Sewage, Irrigation, Treatment Plants, Reservoirs, Pipelines (oil and water) for clients like PDVSA. Mr. Ramirez graduate as Agricultural Engineer in 1966, and as Civil Engineer in 1975. In 1971, he obtained a Master Degree from Utah State University and in 1973 graduated from a Construction Management Program from Stanford University and Universidad de Oriente.

Refining Director, chemical engineer, with more than 40 years of experience in the areas of refining operations and development of megaprojects in Venezuela, Spain and Colombia. He began his career development at Petroleos de Venezuela, PDVSA, where he worked for 27 years during which he held senior key management positions, such as: Technical Refinery Manager at Cardon Refinery (330 Kbpd capacity), General Manager of the projects of the Strategic Associations for the development of the Orinoco Oil Belt, leading the development of the Petrozuata and Sincor megaprojects, President of the Orinoco Belt, Director of Refining at PDVSA and member of the boards of directors of Isla Curaçao refinery, Hovensa St. Croix and Citgo USA. He later served as Technical Director of a mega-project for the construction of a refinery at the south of Spain and later, in Colombia, where he worked for the national oil company, Ecopetrol, as Vice President of the mega-project to expand the Cartagena refinery, and then as Vice President of Commissioning and Start-up of said refinery and finally as Advisor to the Corporate Vice Presidency of Refining and Industrial Processes. Mr. Riera provided Advice to the owner on the expansion of Jordan Refinery, during the FEED phase, in an assignment as Senior Project Manager Advisor for Pathfinder LLC. Tomas Lovera, (+40 years)

Senior Refining Consultant, Chemical Engineer, with more tha 40 years of experience in Oil Refining, Oil Sand processing, Heavy Oil Upgrading and Gas Plant. Strong Skills in Plant Operation, Process Engineering, Project Commissioning and Start up, Operation Excellence, Business Performance, Process Safety. During 1979 to 1996, He developed his career at PDVSA Cardon Refinery, filling different positions as Process Engineer, Senior Process Engineer, Conversion Operation Superintendent and Process Engineering Manager. In 1997 He was assigned as Plant Manager of the first PDVSA Strategic Association, Petrozuata, for the development of the huge extra heavy oil reserves of the Orinoco Belt in Venezuela, successfully started up in 2001. After completing this assignment, He moved to the Canada Oil Sands industry to work as Albiansands Froth Operations Manager and Shell Scotford Operational Excellence Manager. He later worked in the Middle East Oil and Gas Industry as Satorp Operations Superintendent for the commissioning and start up of the Sulphur Complex, Al Hosn Gas Process Engineering Manager and Senior Commissioning Specialist for the commissioning and start up of the KNPC MAB Refinery Crude Units.

As an Independent Consultant he has done work for companies in the Oil Sector in Canada, the Middle East and the USA.

 

Jesús Vargas, (+50 years)
Mechanical Engineer (Universidad del Zulia 1971) with 47 years of professional experience in the National Petroleum Industry. Worked for Petroleos de Venezuela for 25 years covering the areas of pressure equipments like pressure vessels, piping and storage tanks, in the development of Conceptual, Basic and Details Engineering Projects. He also worked as the Coordination function of Engineering in projects related to the Refining Process Units for Engineering Consultants like Ocala Service, Technip Venezuela, Baker Energy Venezuela, Schumberger Company Petroamazonas Ecuador. Among the most outstanding activities in his professional career Jesús has held the position of Technical Advisor in the area of Mechanical Integrity and Fitness for Service applied to pressure equipments that include heat exchangers, pressure vessels (towers, separators, reactors, drums, despoilers, desalters, etc.), atmospheric storage tanks fo hydrocarbons, furnaces, boilers, cooling towers, flares, piping systems and their accessories, etc.; through the application of state-of-the-art technologies and the use of international and national standards, norms and codes, such as ASME-ANSI, API, TEMA, AWS, ASTM, NFPA, BPI, PDVSA standards, Basic and Design Practices ExxonMobil, DEPs Shell, COVENIN ISO SERIES 9000, GSP, manufacturers' manuals and reports of international companies such as ExxonMobil, Shell, Mitsubishi, Fluor, Foster Wheeler, ABB, Lummus, KTI, HTRI , etc., as well as specialized literature in the areas of pressure vessels and piping systems.

 

Carlos Arteaga Parodi, (+40 years)
Carlos Arteaga has 40 years of experience in the petroleum refining business. Worked for Petroleos de Venezuela for 27 years covering all area in Petroleum Refining including: Process Engineer, Design Engineer, Operations of Process Units (Distillation, Naphtha Fractionation, Desulfurization, Sulfur, Flexicoking, Catalytic Cracking, Alkylation etc.). Carlos Arteaga also worked as Refinery Performance Control manager, Strategic Planning manager and as New Business Development manager for Refining and Corporate. In the last six years (2007-2012) worked for Saudi Aramco Oil company (Saudi Arabia) as Facilities Planning Engineer conducting feasibility studies on refining and petrochemical facilities and long-term business strategies related to the Saudi Aramco Refining circuit. He has conceptualized refinery projects in different countries.
